Spending drops 11 pct in MLB draft (Yahoo! Sports)

In this file photo made Feb. 14, 2012, Stanford pitcher Mark Appel smiles during an NCAA college baseball practice at Stanford University in Palo Alto, Calif. Appel spurned the Pittsburgh Pirates and decided to remain at Stanford for his senior season, one of the first big casualties of baseball's new restrictions on amateur signing bonuses. Appel is the only one not to sign out of 31 first-round picks. Under the labor deal, the deadline for draft picks to sign was Friday, July 13, 2012, a month earlier than under the previous deal.
